Does a simple 3 point Hanning on spectral MS

Synopsis
resample(infile, outfile)

Description

This is a simple function that just does a Hanning smoothing on the channels in the MS. The weighting scheme is 0.125(chan-1)+ 0.75chan + 0.125(chan+1).

Returns
Bool

Arguments

infile		Name of input ms
		Allowed:	String
		Default:	No Default
outfile		Name of output ms, '' output in the input
		Allowed:	String
		Default:	''
