Provide simple help on dish functions

Synopsis
help(dishfn, driveweb)

Description
This function provides simple help on the specified dish function. In addition, it will optionally drive the web browser to the location of the more extended help.

Arguments

dishfn		Name of dish function
		Allowed:	String
		Default:	no default
driveweb		Drive the browser to the URM help
		Allowed:	Boolean
		Default:	F

Returns
T (if successful)

Example

- d.help('calib') 
dish.dish.dish.calib.function

 calib -- Function -- dish.dish.dish
  Apply calibration to a scan (GBT only currently).
 Useage:  calib(scan, baseline, range, order, units)
