This function (short-hand name st) sets a new telescope of the observation. The telescope position may be needed for reference code conversions; this is why it is maintained in the Coordinate System. So it is fundamental to the Coordinate System and should be correct.
You can find a list of the observatory names know to AIPS++ with the Measures obslist function.
You can get the current telescope with function telescope.
